National Administration of Traditional Chinese Medicine Strengthens Work Deployment to Ensure Greater Effectiveness of Central Subsidy Funds

Recently, the Ministry of Finance, in collaboration with the State Administration of Traditional Chinese Medicine, allocated a total of RMB 2 billion in 2020 subsidies for enhancing medical services and security capabilities—specifically for the inheritance and development of TCM—to support initiatives such as TCM talent cultivation, the enhancement of service capabilities at county-level TCM hospitals, and collaborative research on major and complex diseases involving both TCM and Western medicine, thereby advancing the inheritance, innovation, and development of TCM.
To strengthen the management of fund utilization and ensure the achievement of performance targets, the State Administration of Traditional Chinese Medicine has issued the “Notice on Effectively Managing Performance Targets for Subsidy Funds for Enhancing Medical Services and Security Capabilities (Specifically for the Inheritance and Development of TCM,” providing guidance to local authorities on project implementation, budget execution, performance evaluation, and other related tasks. The notice further reinforces the principal responsibility for budget execution, calls for the rational allocation of funds in accordance with regional performance targets, and emphasizes the need to strengthen budget execution management. The Planning and Finance Department of the Administration convened a special meeting to study and deploy the execution of budgets and the implementation of projects funded through central government transfers to local governments, requiring all relevant departments within the Administration to promptly communicate and coordinate with provincial TCM administrative authorities, and to provide guidance and oversight to ensure the effective conduct of specialized work and the compliant use of funds. Meanwhile, various departments of the Administration have carried out arrangements and deployments for their respective specialized tasks through a variety of means, including issuing notices and holding video conferences, providing detailed interpretations of performance targets, organizational management, and budget execution, with the aim of enhancing the efficiency of fund utilization and ensuring that central subsidy funds effectively promote the inheritance, innovation, and development of TCM.
Going forward, the State Administration of Traditional Chinese Medicine will, in accordance with the requirements of the Ministry of Finance, conduct a nationwide performance evaluation of central government subsidy funds. This evaluation will systematically assess fund allocation, budget execution, project implementation, and input–output outcomes across regions, while placing strong emphasis on the application of evaluation results to promote more scientific and rational use of these funds.
