The Outline of the 14th Five-Year Plan Has Been Approved! Here’s How to Promote the Inheritance and Innovation of Traditional Chinese Medicine

On March 12, Xinhua News Agency, acting on authorization, published in full the Outline of the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives for 2035 of the People’s Republic of China. On March 11, the Fourth Session of the 13th National People’s Congress adopted by vote a resolution on the Outline of the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives for 2035, thereby deciding to approve the outline.
The Outline is divided into 19 sections: “Embarking on a New Journey of Fully Building a Modern Socialist Country”; “Upholding Innovation-Driven Development and Comprehensively Shaping New Advantages for Development”; “Accelerating the Development of a Modern Industrial System and Consolidating and Strengthening the Foundation of the Real Economy”; “Creating a Robust Domestic Market and Establishing a New Development Paradigm”; “Accelerating Digital Development and Building a Digital China”; “Comprehensively Deepening Reform and Establishing a High-Standard Socialist Market Economy”; “Upholding Priority Development of Agriculture and Rural Areas and Promoting All-Round Rural Revitalization”; “Improving the New Urbanization Strategy and Enhancing the Quality of Urbanization”; “Optimizing Regional Economic Layout and Promoting Coordinated Regional Development”; “Developing Advanced Socialist Culture and Enhancing the Country’s Cultural Soft Power”; “Promoting Green Development and Fostering Harmonious Coexistence Between Humanity and Nature”; “Implementing High-Level Opening-Up and Pioneering a New Landscape of Win-Win Cooperation”; “Enhancing National Quality and Promoting Well-Rounded Human Development”; “Enhancing People’s Livelihood and Improving the Level of Joint Construction, Governance, and Sharing”; “Coordinating Development and Security and Building a Higher-Quality Safe China”; “Accelerating the Modernization of National Defense and the Armed Forces and Achieving the Unity of a Prosperous Country and a Strong Military”; “Strengthening the Building of Socialist Democracy and the Rule of Law and Improving the Supervisory Systems of the Party and the State”; “Upholding ‘One Country, Two Systems’ and Advancing National Reunification”; and “Strengthening Guarantees for the Implementation of the Plan.”
Chapter 44 of Part XIII of the Outline states, “ Fully advance the building of a Healthy China. “Section 4 of this chapter states that,” Promote the Inheritance and Innovation of Traditional Chinese Medicine ——
Uphold the principle of giving equal importance to and leveraging the complementary strengths of traditional Chinese medicine and Western medicine, and vigorously develop the cause of TCM. Improve the TCM service system and harness the unique advantages of TCM in disease prevention, treatment, and rehabilitation. Strengthen the integration of TCM and Western medicine and promote the development of ethnic minority medicines. Systematically collate and excavate the essence of classical medical texts, build a science-and-technology support platform for TCM, reform and improve the review and approval mechanism for TCM products, and foster the research, development, protection, and industrial growth of new TCM drugs. Enhance quality supervision of TCM products to elevate their quality. Intensify the cultivation of TCM professionals with distinctive expertise, strengthen the inheritance, innovation, and development of TCM culture, and advance the global outreach of TCM.
