In 2010, the Drug Registration Division of the former State Food and Drug Administration issued a reply to the Zhejiang Provincial Food and Drug Administration titled “Reply on the Scope of Application of Standards for the Processing of Traditional Chinese Medicine Decoction Pieces,” stating: “The standards for the processing of traditional Chinese medicine decoction pieces formulated and promulgated by the drug regulatory authorities of provinces, autonomous regions, and municipalities directly under the central government shall apply only to the production, sale, and inspection of such decoction pieces within their respective jurisdictions.”
In terms of regulatory practice, the scope of application of the processing standards for traditional Chinese medicinal decoction pieces varies across provinces (autonomous regions and municipalities directly under the central government), with 12 provinces stating that such standards are not applicable and 11 provinces deeming them applicable.
Twelve provinces and municipalities have explicitly stipulated that decoction pieces manufactured in accordance with the regulations of other provinces may not be operated or sold within their respective jurisdictions, including Beijing, Shanghai, Tianjin, Shandong, Sichuan, Hunan, Jiangxi, Fujian, Gansu, Inner Mongolia, Ningxia, and Yunnan.
Eleven provinces and municipalities have clarified that processed herbal slices manufactured in other provinces may be operated and sold within their respective jurisdictions, including Guangdong, Guizhou, Henan, Hubei, Anhui, Jiangsu, Jiangxi, Liaoning, Shaanxi, Xinjiang, and Chongqing.
