
On May 10, Jilin Province reported a cluster outbreak of COVID-19 in Shulan City and designated the city as a high-risk area. Shenyang City also reported one associated case. To prevent further inter-provincial transmission of COVID-19, and in accordance with the requirements of the Provincial Epidemic Prevention and Control Command, the Municipal Joint Command for Coordinating COVID-19 Prevention and Control with Economic and Social Development has decided to implement tiered and categorized management for individuals traveling to or returning to Chaoyang from Jilin Province. The relevant arrangements are hereby announced as follows:
I. Since April 26, all individuals who have traveled to or resided in Jilin Province and have since entered or returned to the city are required to proactively report to their subdistrict office or community (village/township). Government agencies, enterprises and public institutions, as well as subdistrict offices and communities (villages/townships), shall conduct thorough screening and registration of such individuals, ensuring that “every household is screened and no one is left behind.” Upon identifying relevant individuals, government agencies and enterprises must promptly report the collected information to the respective community (subdistrict) and fully cooperate in implementing appropriate personnel control measures.
II. All types of accommodation service providers shall not accommodate individuals who have traveled to or returned from Jilin Province since April 26; such individuals must be informed that they are required to undergo centralized quarantine and medical observation at designated facilities in their place of residence.
III. All individuals who have traveled to or from Shulan City since April 26 shall be subject to 14 days of centralized quarantine and medical observation, during which two nucleic acid tests will be conducted.
All individuals who have traveled to or returned from Jilin City (excluding Shulan City) since April 26 shall undergo either centralized quarantine or individual home quarantine for 14 days, during which two nucleic acid tests will be conducted.
Since April 26, all individuals who have traveled to or returned from Jilin Province (excluding Jilin City) are required to undergo a single nucleic acid test at designated centralized medical isolation and observation sites. Those with negative test results and holding a green “Health Code” may move about safely and in an orderly manner.
IV. Strengthen standardized services at fever clinics: medical institutions operating fever clinics must strictly comply with relevant regulations and requirements; all patients presenting with fever must undergo one nucleic acid test in accordance with the principle of testing all who should be tested; outpatient medical staff must adhere to standard precautions; all individuals entering the hospital must have their temperature checked and wear masks, and the “one patient per examination room” policy must be rigorously enforced; inpatients and their accompanying caregivers may only be admitted after receiving negative nucleic acid test results, and the “one patient, one caregiver” policy must be strictly implemented; clinics (outpatient departments) are prohibited from diagnosing or treating patients presenting with respiratory symptoms such as fever or cough.
V. All retail pharmacies shall verify the identification of all individuals purchasing medications for fever or cough and record their information.
VI. Anyone who violates the requirements set forth in this notice and thereby causes serious consequences shall bear the corresponding legal liabilities as prescribed in laws and regulations such as the Law of the People’s Republic of China on the Prevention and Control of Infectious Diseases and the Law of the People’s Republic of China on Public Security Administration Penalties.
